U.S. Commerce Dept. Imposes Export Controls on Quantum Tech

The U.S. Commerce Department’s Bureau of Industry and Security (BIS) has announced new interim final rules for export controls on cutting-edge technologies such as Quantum Computing Items, Advanced Semiconductor Manufacturing Equipment, GAAFET Technology, and Additive Manufacturing Items. These rules will take effect on September 6, 2024, with a 60-day window for public comments following the implementation.

In a bid to enhance export control coordination globally and bolster the efficacy of such measures, these rules acknowledge the quantum industry’s reliance on international talent recruitment. To facilitate U.S. companies’ hiring of foreign individuals, a General License mechanism involving a mandatory reporting requirement has been put in place.
